I've been playing around recently with the new version of the Drupal blog/community CMS, and so far I'm very, very impressed. It takes a lot of its cues from Wordpress (and vice versa, it seems), and whilst it isn't brilliant 'out of the box', the potential for precisely the sort of project you're describing is definitely there. All based on freebies like PHP and MySQL, too. (www.drupal.org - currently at RC1 stage)
